Can I receive yahoo mail alerts without having to use the internet on my phone?

I try many ways to receive mail alerts on my mobile but I think the problem in my country internet server . I need to find a hacking way to do it .

The error message is 0X80042110. Pop3 server providing inconsistent information. That is for my default email address. Second email address does send and receive. Yahoo blames Microsoft and vice versa.
