How can you edit a picture so that there is only color on one object?

I am trying to make some pictures so that everything is black and white, except one object, which is in color. How do I do this?

I've seen photos of people before where the entire picture is in black and white, but their eyes are still colored. It looks so cool! I want to know how to do that. Is there a photo editing website that can do that, or a computer program perhaps? thanks...
