What's the difference between "Public Domain Images" and "FREE?

On my camera (it's just a small basic one, Olympus fe-20 to be specific) it gives me the option between image sizes from 8mb to 1mb, what are the differences? 1mb gives me about 1.3k and 8mb gives me only about 220 images to store on the camera at once...
