Where can i find cheap outdoor boots?

I'm going to a Taylor Swift concert in September and October and I'm planning on wearing cowboy boots and a dress. I live in Memphis, Tennessee. Any ideas where I can find cheap, cowboy boots? (And by cheap I mean ranging from $20 - $50)

I suddenly got this urge to get rain boots, but all the ones I see online are REALLY expensive since when do rain boots cost $80?? Is there any store where I can get plain yellow rain boots for cheap?
