Why is everyone on the GTS on pokemon platinum so crazy? Also can I trade gen.1 pokemon to gen.2 then 3 etc.?

It's like, I just want to trade for a porygon, but noooo the dude who's trading his (which is a level 1 by the way) want's a frikkin lv.100 raikou. What gives? Are these poeple smoking some purple? If so give me some! And also could it be possible to trade my lv.100 charizard from Red, to silver, then saphire, then platinum and eventualy White?
