How do you create a "perfect meal" in the sims 3?

I want to create my own patterns on Sims 3 so I can use them on the game, and also to put them up on the Exchange. I have seen that other people have done it, but I don't know how.

Is there a program that i can install to create the hair and clothing like i see in the exchange store? if there is would it work on mac (if not i also have a pc) and it wouldn't have viruses rite? im just wondering if i can kinda like cut the fabric...

I have the sims 3 pets, and i was wondering if you can create your own neighbors that you can interact with all in the same game? I know you could do that in the older games, but can you in the newer games too?
