How do you make your avatar picture a google picture?

I think it's pretty much in the question: But how do I make a cartoon avatar, on Google Chrome. I have the latest flash player but it still won't let me and as you can see I NEED A PICTURE :(

I will take a picture of a particular building and I will make it 3 dimensional and I will paste the picture on Google Earth... but someone said there is a particular software that can convert a picture into a 3d object... and I don't know the software...
