How many watts can a 8 gauge amp cable handle?

I bought a Amp Kit on Ebay, it was advertised as 1200 watts..with a 8 gauge power wire. When I got it and opened it up the power wire was about 8 gauge but mostly plastic around the copper wire, I probably wont even use it as speaker wire...The fuse...

Ok so my amp says the maximum gauge that will fit is 4 gauge but it puts out 3800 watts and I can't find a 4 gauge that can handle that so my question is what to do cause 0 gauge is a lot bigger then 4 gauge so I don't think it will fit?
