In yahoo alert, how can I change the alert receive time to match my local time?

My computer clock is correct. how do I change the setting on Yahoo? I do not see a clock to amend?

When using Outlook 2007 with a yahoo account. Will I receive an email at yahoo and outlook at the same time? Or will I just receive the email in Outlook and not at Yahoo mail.
