How do I view pictures from a disk?

I put the picture disk in the computer and a little arrow and a cd show up on the screen when i click on it, nothing happens .... please help

My computer does not seem to want to recognize my disk which is "DVD + R". Also is there a cable I can use to hook up my computer directly to the TV. My TV is fairly new with a XB port.
