How to transfer old video tapes on to DVD's?

I have rare movie film video on my netbook that i would love to put onto VHS tape( i have a perfect VCR) and give to my mom to watch- is there a way to do it? or if not , what about on DVD. my netbook doesn't have a burner btw. Thank you for any advice...
